ยง 4.166 Executive Order No. 166: Declaring a Disaster Emergency in the State of New York
WHEREAS, beginning on March 13, 1993, a severe winter storm with heavy snowfall and high winds is causing blizzard conditions across most of New York State and carries with it the potential for significant coastal and inland flooding in the New York City/Long Island area and along the Great Lakes shoreline; could endanger lives and create great personal hardship; and threatens extensive damage to residential and commercial properties; and
WHEREAS, this storm may result in the interruption of essential public services and utilities, severe coastal erosion, the destruction of flood protection structures, the widespread shut-down of vital transportation networks, the stranding of hundreds of motorists and the isolation of many homes and businesses throughout the State; and WHEREAS, the coastal effects of this storm will exacerbate those conditions left in the wake of the major Nor'easter which occurred in December 1992 and now poses an additional risk to the public health and safety and to property in the Great Lakes area of the State;
NOW, THEREFORE, I, MARIO M. CUOMO, Governor of the State of New York, do hereby find that the imminent disaster threat is such that the affected local governments will be unable to respond adequately. Therefore, pursuant to the authority vested in me by the Constitution of the State of New York and Section 28 of Article 2-B of the Executive Law, I hereby declare a State Disaster Emergency, effective March 13, 1993, within the territorial boundaries of the State of New York.
FURTHER, pursuant to Section 29 of Article 2-B of the Executive Law, I direct the implementation of the State Disaster Preparedness Plan and authorize, effective March 13, 1993, the State Emergency Management Office, the Departments of Transportation and Environmental Conservation, the Office of Parks, Recreation and Historic Preservation, and other State agencies as necessary, to take appropriate action to protect State property and to assist those affected local governments and individuals in responding to and recovering from this disaster, and to provide such other assistance as necessary to protect the public health and safety.
